What does the turns ratio tell me?

It tells you the relationship between input and output. A 10:1 ratio means the input voltage is stepped down by a factor of 10.

Does this apply to current?

Yes, but inversely. A transformer that steps voltage DOWN by 10x will step current UP by 10x (ignoring losses).
